WorkLink Employment Society is seeking an experienced employment services professional and people leader to manage its provincially funded WorkBC contract. Working between our Langford and Sooke offices, the chosen individual will guide a team of dedicated employment advisors in the delivery of WorkBC services and work with the funder to fulfill reporting requirements. Blending a thorough knowledge of employment services with demonstrated skills in people management, data analysis, and relationship building, the Contract Manager will model our values of respect, compassion, accountability, fairness, and collaboration.
This is a temporary term, pending renewal of the WorkBC contract in March 2027.
About The Society:
WorkLink has provided government-sponsored employment services to the residents of the Victoria Capital Region’s Westshore (Colwood, Langford, Highlands, View Royal, and Metchosin) since 1978. In 2008, our services expanded to include the communities of Sooke and surrounding areas including Jordan River and Port Renfrew. We are also pleased to provide Indigenous outreach services to the First Nations Communities of Beecher Bay, T’Souke, and Pacheedaht. Our non-profit organization is funded through both federal and provincial government initiatives. WorkLink is a registered charity in the Province of BC, governed by a volunteer Board of Directors chosen from leaders in the community.

Key Responsibilities and Duties:
- Work directly with the funder to ensure compliance with policy and reporting requirements.
- Monitor staffing needs and collaborate with People and Culture to recruit and select WorkBC team members.
- Oversee the seamless onboarding and training of WorkBC team members.
- Ensure staffing schedules align with program and client needs to support service delivery and achieve targets.
- Supervise and coach 8 WorkBC team members, providing timely feedback and performance evaluations.
- Develop and implement annual training plans for staff, ensuring ongoing training in Integrated Case Management (ICM) and WorkBC policies.
- Address and resolve client concerns and complaints in a professional and timely manner in compliance with the service delivery model.
- Work closely with the Quality Assurance team to evaluate, adjust, and implement service initiatives.
- Lead regular WorkBC team meetings to provide updates on service delivery and program initiatives.
- Generate and submit monthly and annual forecasts, including detailed projections related to client access, milestones, sustained outcomes, and financial supports.
- Oversee the work of the Quality Assurance Supervisor, monitoring monthly invoices, budget submissions, and monthly reconciliations.
- Build and maintain partnerships with other community agencies and employment program providers to enhance service delivery.
- Assist the Executive Director in the development of grant and funding proposals.
- Collaborate with the Executive Director to enhance the Indigenous Skills & Employment Training Strategy.
- Collaborate with the Marketing Team to develop and implement initiatives to promote WorkBC services.
- Monitor ministry reports and service utilization metrics to ensure compliance and achievement of performance targets.
- Review deliverables and monitor output of subcontractors.
- Oversee client file management, auditing, and documentation practices.
- Other duties as assigned by the Executive Director.
What We’re Looking For:
- Comprehensive knowledge of WorkBC policy, with at least 5 years of recent experience in employment services and case management
- 2 years of experience coordinating employment programs and working with funders
- Proven coaching abilities with at least 2 years of experience in a supervisor role directing, evaluating, and developing employee performance
- Positive and motivating attitude
- Able to communicate information, instructions, and feedback in a clear, professional and timely manner
- Models a trauma-informed, safety-focused approach to service that upholds client confidentiality
- Demonstrated skills in conflict resolution, de-escalation, risk mitigation, and problem solving
- High proficiency in ICM and MS Office suites
- Demonstrated experience in data analysis and reporting
- Proven ability to collaborate effectively with various departments to enhance service delivery and achieve organizational goals
- Proven ability to organize workload, identify priorities, and delegate tasks
- Solid track record of meeting KPI’s and funding targets
- Solid knowledge of job search strategies/techniques and resume and cover letter writing best practices
- Class 5 driver’s license for work-related travel
- Clear Vulnerable Sector Criminal Record Check required as a condition of employment
- Mental Health First Aid certification an asset
- Degree/diploma in Social Work, Career Development, or another related discipline an asset
