RFP: Agency Service Contract - Child Youth / Social Service Workers

Safetynet Charities provides support to families living in poverty. We are launching a strengths-based family support program for families with children and youth in Halton Region. The program delivers practical skill-building, coaching, and resource navigation over approximately 8–12 sessions per family. This is not a clinical psychotherapy or mental health treatment program — it is non-clinical, community-based family support.

What We’re Looking For

We are seeking proposals from registered agencies that can provide qualified Child and Youth Workers (CYWs) and/or Social Service Workers (SSWs) to deliver one-hour in-home (or at our location) sessions with families across Halton Region. This is a company-to-company service contract — WE ARE NOT HIRING AN INDIVIDUAL.

Services to Be Delivered

Your workers will:

•       Provide strengths-based, goal-oriented family support in clients’ homes

•       Support parents and caregivers with communication strategies, routines, and behaviour supports

•       Work with parents, children and youth on social skills, emotional regulation, and problem-solving

•       Facilitate family goal-setting and track progress across sessions

•       Provide psychoeducation and practical tools related to child and youth development

•       Connect families to community resources and regulated clinical services when needs exceed program scope

Maintain accurate session notes and outcome documentation aligned with our program reporting requirements

Agency Requirements

•       Registered agency with CYWs and/or SSWs in good standing with their respective colleges

•       Workers hold a diploma or degree in Child and Youth Care, Social Services, or a related field

•       All workers must hold a current Vulnerable Sector Check specific to their role

•       Minimum 3 years of worker experience with children, youth, and families in home-based settings

•       Training in trauma-informed, strengths-based, and culturally responsive practice

•       Workers hold valid driver’s licences and have reliable transportation throughout Halton Region

•       Agency carries appropriate professional liability insurance

•       Ability to comply with the Child, Youth and Family Services Act, including mandatory reporting obligations
