Background

Ann Davis Transition Society (ADTS) invites proposals from qualified professionals to provide clinical supervision services for its Counselling Program. The Clinical Supervisor will provide leadership, consultation, and oversight to support high-quality, trauma-informed, evidence-based, and client-centred counselling services that align with ADTS standards, policies, and funding requirements.

Reporting to the Executive Director, the Clinical Supervisor will support clinical excellence, professional accountability, and continuous quality improvement through regular individual and group supervision, consultation on complex or high-risk cases, and guidance on ethical practice, risk management, and clinical decision-making.

This RFP has been initiated as a standard procurement process to engage qualified clinical professionals in accordance with ADTS policies and applicable funding requirements.

Organization Overview

Ann Davis Transition Society (ADTS) is a non-profit, registered charity serving individuals and families in Chilliwack and the Upper Fraser Valley since 1981. Founded in response to the need for safe shelter and support for women and children experiencing family violence, ADTS has grown into a multi-service agency offering housing, outreach, victim services, and clinical counselling programs.

ADTS provides coordinated services that promote safety, stabilization, and long-term well-being for people affected by abuse, violence, trauma, and related social challenges. Its work is grounded in accessibility, collaboration, cultural safety, and trauma-informed practice.

The Counselling Program offers trauma-informed clinical services across the lifespan, including Stopping the Violence Counselling for adult women, PEACE Counselling (Children Who Witness Abuse) for children and youth aged 3–18, and family counselling. ADTS currently employs three full-time and two part-time STV Counsellors, one full-time and one part-time PEACE Counsellors, and a part-time Couples and Family Counsellor.

Across its programs, ADTS is committed to ethical, client-centred service delivery that responds to complex needs and supports safe, effective outcomes for individuals, children, youth, and families.

Scope of Services

The successful candidate will provide clinical supervision and advisory services that support safe, ethical, trauma-informed, and best-practise counselling. Responsibilities include:

• Provide regular individual and group clinical supervision to clinical counsellors.
• Support counsellors with case conceptualization, treatment planning, interventions, and reflective practice.
• Provide consultation on complex, high-risk, and crisis cases, including risk assessment, safety planning, and ethical decision-making.
• Promote practice that aligns with professional, ethical, organizational, and applicable regulatory standards in British Columbia.
• Provide guidance on trauma-informed, culturally responsive, evidence-informed, and client-centred practice.
• Review clinical documentation and recommend improvements to support quality assurance and compliance, as requested.
• Consult with the Executive Director regarding clinical matters affecting the counselling program.
• Recommend updates to clinical policies, procedures, and best practices.
• Identify emerging clinical trends and opportunities to strengthen counselling services.
• Recommend training and professional development opportunities to support the ongoing growth of the counselling team.
• Maintain appropriate records of clinical supervision and consultation activities in accordance with professional and organizational standards.

Qualifications

The successful candidate will demonstrate the following:

• A master’s degree or higher in Counselling Psychology, Clinical Psychology, Social Work, or a closely related clinical discipline.
• RCC-ACS designation preferred
• Current registration and good standing with a recognized professional regulatory body or association in British Columbia (e.g., BC Association of Clinical Counsellors or equivalent).
• Eligibility and demonstrated competence to provide clinical supervision in accordance with applicable standards and ethical guidelines.
• Minimum of three (3) years in a clinical supervision role.
• Experience supervising counsellors in community-based, trauma-informed, or mental health service settings.
• Strong knowledge of ethical standards, professional practice guidelines, clinical accountability, reflective practice, and professional development.
• Experience working with individuals and families impacted by abuse, violence, trauma, mental health challenges, and related complex presentations.
• Demonstrated competence in risk assessment, crisis intervention, safety planning, and management of high-risk clinical situations.
• Knowledge of trauma-informed, culturally safe, and client-centred clinical practices.
• Experience supporting quality assurance, including documentation review and alignment with professional and organizational standards.
• Strong communication, consultation, and leadership skills with the ability to support and mentor clinical staff in a collaborative and reflective manner.
• Experience working within non-profit or publicly funded counselling programs is considered an asset.

Contract Details

Contract Type: Independent Contractor.

Location: Services may be provided remotely, in person, or through a hybrid model, as agreed upon with Ann Davis Transition Society.

Time Commitment: The anticipated time commitment is approximately 10-15 hours a month. This may be adjusted based on organizational needs and the successful candidate’s proposed service delivery model.

Term: One (1) year, with the option to renew based on organizational needs, satisfactory performance, and continued program funding.

Proposal Submission Requirements

• A description of the applicant's supervision approach, including philosophy, methodology, and proposed service delivery.
• A summary of relevant clinical supervision experience in community-based, trauma-informed, or non-profit settings.
• A proposed fee structure, including hourly or monthly rates, and any additional costs, if applicable.
• A description of availability and proposed service delivery model (e.g., virtual, in-person, or hybrid).
• Copies of applicable professional credentials, registrations, and certifications.
• Three (3) professional references who can speak to the candidate's clinical supervision or related leadership experience.

• Understanding of clinical best practices, ethical standards, and professional supervision.
• Quality and suitability of the proposed approach to delivering the services outlined in this RFP.
• Professional references.
• Proposed fee structure and overall value.

Shortlisted proponents may be invited to participate in an interview as part of the evaluation process.

This Request for Proposals (RFP) does not constitute an offer to contract. Submission of a proposal does not oblige Ann Davis Transition Society (ADTS) to enter into an agreement or create a contractual relationship with any proponent.

ADTS reserves the right to accept or reject any proposal, in whole or in part; waive informalities, irregularities, or non-compliance; request clarification or additional information; negotiate with one or more proponents; and modify the scope of services before entering into a final agreement. ADTS is not obligated to accept the lowest-priced proposal or any submission.

All costs incurred in the preparation and submission of a proposal are the sole responsibility of the proponent. Proposals will be treated as confidential and used solely for the purposes of evaluation, subject to applicable freedom of information and privacy legislation. Proponents must disclose any actual or potential conflict of interest related to the services described in this RFP.
